Recovery Operations Center (ROC)

Services:

  • Trash Disposal: Newport News residents paying a Solid Waste User Fee can dispose of trash and tires.
  • Recycling: Recycling services are available to all Newport News residents.
  • Yard Waste Disposal: Residents and contractors with a principal office located in the city may dispose of an unlimited amount of residential vegetative waste (excluding stumps, tree roots, logs over 6 inches in diameter or 6 feet in length, and grass clippings).
  • Household Hazardous Waste (HHW): HHW is accepted from Newport News residents at quarterly HHW collection events.

Services:

  • Yard Waste Disposal: Newport News residents (with proof of residency) can dispose of unlimited amounts of brush (up to 6 feet long and 6 inches in diameter).
  • Soil, Dirt, Concrete, and Brick Disposal: Residents may dispose of non-contaminated soil, dirt, concrete, and brick (no larger than a cinder block). However, no more than 100 square feet of these materials may be disposed of within a calendar year.
  • Recyclables: An 8-cubic yard container is available for the collection of recyclables.

Important Notes:

  • Proof of Newport News residency is required to dispose of any material at the ROC or Denbigh Compost & Drop-off Facility.
  • No more than 6 cubic yards of household trash and bulk waste is allowed per week at the ROC.
  • A maximum of 4 light-duty tires (without rims) may be brought in per week at the ROC, with a maximum of 12 per year.
  • No contractor trash is accepted at the ROC.
  • Commercial properties are prohibited from disposing of any trash at the ROC.
  • No dump trucks or dump trailers are allowed for trash at the ROC, only vegetative waste.
  • Effective May 11, 2023, contractors must present an invoice or work order signed by the resident to dispose of vegetation at the ROC.
  • Household Hazardous Waste is accepted at the ROC on a quarterly basis. Check the City’s website for upcoming collection events.
